There's a lot of smart people on here and I can't figure out how to google this phenomenon.

This happens every year when the time changes back to standard time. I drive by a specific spot in my neighborhood and my phone decides to go back an hour earlier. The only reason I notice is because it sets my alarm off in the mornings and it's only like this for a few yards before it corrects itself again.

I also live relatively close to the next time zone (maybe 50-ish miles).

@simplebadger27 carrier sets the timezone - when your phone is in particular spots it picks up a cell tower that is on the different timezone and your phone updates the TZ based on that carrier setting change. (And then back again when your phone sees your own cell towers again).
